What is the HR's Role when initiating Coaching Programs?

Reading Mel Leow's book titled Bring Out Their Best, in Chapter 8 he explains that:

What is the HR's Role?
HR Department plays vital roles in consistent rollout of coaching programs and methodologies and where coaching culture is championed by HR Director himself, who sits on the executive team. With this initiative, the consistency is much more likely because the champion and ownership is present.

The Key is that there is a common language, a common set of principles and alignment with the organisations values and vision.

What is the plan to initiate a good coaching program?
1.Develop high potentials and accelerate these people into a senior management role.
2. Develop leadership effectiveness with mid senior people focusing on emotional intelligence competencies.
